Regional Opportunity Index - Dataset & Report

The Center for Regional Change and Rabobank have partnered to develop the Regional Opportunity Index (ROI), an index of community and regional opportunity for understanding social and economic opportunity in California’s communities. The goal of the ROI is to help target resources and policies toward people and places with the greatest need, to foster thriving communities of opportunity for all Californians.

Limitations Bottom of page 28 to page 29: data limitations; As with any index, the ROI presents multiple limitations to consider when interpreting and using results. The index lacks key indicators of opportunity because data were unavailable, or unavailable at an appropriate geographic unit. Indices are sensitive to the items included, how they are grouped, and how they are weighted in calculations of summary scores. The problem of reliability may be acute in tracts with very small populations.
