Data Collection Tool | The Regional Opportunity Index (ROI) is designed to provide an easy and intuitive tool for identifying populations and areas in greatest need of investment to thrive. The ROI integrates key indicators across a range of important issues—including education, economy, housing, mobility and the environment, and civic life—into a comprehensive measure of opportunity. The Regional Opportunity Index was developed through a joint partnership between the UC Davis Center for Regional Change and Rabobank, N.A. https://interact.regionalchange.ucdavis.edu/roi/webmap/webmap.html |

Limitations | Bottom of page 28 to page 29: data limitations; As with any index, the ROI presents multiple limitations to consider when interpreting and using results. The index lacks key indicators of opportunity because data were unavailable, or unavailable at an appropriate geographic unit. Indices are sensitive to the items included, how they are grouped, and how they are weighted in calculations of summary scores. The problem of reliability may be acute in tracts with very small populations. |
